Deafblind Certification
Submit an application to certify the student as registered deafblind.

  • Applications for certification are accepted throughout the year. The Project will notify the contact person and parent(s) within 30 days of submission.

  • When the student meets eligibility requirements, the learner and his or her family may receive services.

  • Once a student is certified as deafblind, his or her name and identifying information is included in a database for reporting purposes. All information is coded to protect confidentiality.

  • Typically, students are certified for three years.


Eligibility

The following chart lists the visual and auditory criteria for certification through the Kansas Deaf-Blind Project. However, clinical levels of loss only tell part of the story; a student's functional and educational needs are also key factors in determining eligibility.​​

Annual Child Count

The Kansas Deaf-Blind Project is federally mandated to maintain a state census of all children (birth through age 21) with co-occurring vision and hearing loss.​
Why This Matters

This data directly impacts our funding. The registry summary is submitted to the National Center on DeafBlindness (NCDB), which reports to the Office of Special Education Programs (OSEP) in Washington, D.C. These numbers determine the federal funding available to support deaf-blind services in Kansas.

The Process & Deadlines

  • Late Fall: Annual Child Count forms are sent to the school contact listed on the child’s initial deafblind application.

  • Early February: The school contact must complete and submit the form.

  • Annual Requirement: Information is collected once per year to keep our state census accurate.​

Inclusion on the Kansas Deaf-Blind Child Count allows students to:

  • Receive technical assistance

  • Gain information about trainings for families and educators

  • Access the Kansas DeafBlind Fund administered by the Kansas State Department of Education. Submit fund applications to KSDE.

  • and other benefits such as listing with the Helen Keller National Center, and the National Technical Assistance Consortium.

Consultation & Technical Assistance

The Kansas Deaf-Blind Project (a component of the Kansas State School for the Blind's Field Services) provides free consultation and technical assistance to families, teachers, and service providers supporting eligible children.​

Our Services

We offer a variety of support models tailored to meet the unique needs of families and educational teams:

  • Individualized Support & Site Visits: Tailored assistance provided via phone, email, virtual meetings, or in-person visits to homes, schools, and community sites (including recreational or vocational locations).

  • Targeted Insights: Collaborative support to help families and school personnel deeply understand the unique learning and developmental needs of children with dual sensory loss.

  • Group In-Service Training: Collaborative professional development sessions, often hosted in partnership with local and community agencies.

  • National Resource Connections: Assistance in pooling resources from national entities, including the National Center on Deaf-Blindness and the Helen Keller National Center.

Note on Data Collection: To ensure the highest quality of service and meet reporting requirements, we collect feedback and data from assistance recipients before, during, and after our activities.
